Through the SA Government's Housing Roadmap and the establishment of the new Department for Housing and Urban Development, the state government is fast-tracking land releases, to create more homes for more South Australians.

To activate Coconut Grove, the following tasks are to be prioritised:
- Rerouting overhead power lines to an underground layer, then onto each individual property.
- Extending water and sewer mains 500m from Copper Coast Highway to the site, then to each property.
- Earth works to build roads and crossovers from Ellis Road to each property.
The timeline to complete these works for Phase One is six to nine months from the approval of the subdivision plan.
